In September of this year, a new bill will enter into force laying down rules of conduct for medical professions such as dental assistance, dental hygienist, medical supervisor, optometrist, and pharmacy technician, also stipulating rules for persons working in these professions regarding professional development and their legal liability for any damages, harm or loss they cause when practicing. The law defines the rights and obligations of those persons when practicing their profession, for instance the right to use titles and to review patient medical records, and a duty to respect patient’ rights and inform them about their claims. In addition, the new act provides for the setting up of the Central Register of Medical Professionals kept by the ministry for health and storing and processing personal data.
A bill has been passed amending the Education Law, aimed at adapting the vocational training system to the needs and expectations of the labor market. A network of industrial institutions will be established to provide training for students, PhD students, workers, and other trainees. It is important to integrate business with education and to transfer knowledge of new technologies and innovation in the respective industrial sector. This new kind of vocational training is expected to be attractive to anyone entering a highly technical or hands -on field, or those who wish to develop new skills.
As of 1 September 2023, changes regarding the issuing of advance payment invoices and corrective invoices came into force. A taxpayer will no longer be required to issue an advance payment invoice if the payment has been received in whole or in part in the same month in which they performed the activities for which payment was received. This rule does not apply to specific deadlines for issuing invoices, for instance in the case of construction or assembly services, or at the specific request of the customer.
As of 24 September 2023, we will also see significant amendments enacted with regard to spatial planning and development law, favoring investors. In particular, rules on issuing planning permission /Pol. Warunki Zabudowy/, which is issued mostly when there is no detailed local zoning plan, will benefit investors when it comes to determining the parties in cases where investors hold (challenged) title to real property (ownership or perpetual usufruct right) for commercial development . The new provisions regulate also the status of adjacent properties that are not subject to any rule or discipline, located within the area affected by a construction project. This should also facilitate and speed up the entire process of obtaining binding planning permission.
